This is a different case. For example Descartes SELECTSeries 3 can be installed on MicroStation 08.11.09.292 or higher.

MicroStation 08.11.09.292 was the first SELECTSeries 3 release of MicroStation, but was since replaced by MicroStation 08.11.09.357 (i.e. : you cannot find MicroStation 08.11.09.292 on SelectServer), which is the first refresh of MicroStation SELECTSeries 3.

In other words the starting version for a product might not be available on SELECT if that version has been replaced by a newer one.
